Union-Only Project Labor Agreements (PLA’s) are agreements between organized labor and construction project owners that require contractors to hire most, if not all, of their workers from union halls. PLA’s also require adherence to collective bargaining agreements that include union work rules commonly referred to as featherbedding and not otherwise required on public work. All contractors, even open-shop contractors, must sign these agreements if there is a PLA in order to work on a project subject to a PLA. SEPA believes that PLA’s are discriminatory and drive up the cost of public construction by limiting competition. SEPA has actively opposed the adoption of PLA’s on both public and private construction projects in our area.
